CHIEF TECHNOLOGY OFFICER

Department: Technology (Network & IT)

Reports To: Chief Executive Officer

Job Purpose: Management and leadership of the technical team to develop, deploy and support the WPT network and the IT team focused on meeting all IT Infrastructure needs of the company.

Essential Duties and Responsibilities:

  • Lead a high level network strategy planning team to create the network strategic and operations plan.  Determine where the network will be designed, built and maintained using internal resources and where work will be outsourced.
  • Oversee the selection and contracting process for network related equipment and services.  Ensure that the team leverages the business opportunity with vendors to maximize the planning and support services included in vendor bid packages.
  • Manage the design and build of all network components.
  • Oversee all facets of network operations including telephony service and support infrastructures for billing, CRM, etc.
  • Manage the company’s IT programs designed to support the day-to-day computing and telephony needs of the business including hardware, software, systems administration, user support and security.
  • Maintain and develop industry knowledge including awareness of emerging companies, products and industry leaders
  • Serve as a member of the senior team of the company.
  • Manage the overall strategy for the network ensuring that this is fully intertwined into the next generation plans.

Role Background

Qatar itself is still a strong emerging market in the Middle East in which the company has taken a new approach to delivering technology solutions in this market.  The IT philosophy / approach has been based on a domain structure, partnering with the company’s Group/ Op Co’s as well as the normal third parties.  It has taken the out-of-the-box philosophy serious with a drive to zero customizations while balancing the needs of the business.

Role Purpose

The Head of Technology Delivery will play a critical role in ensuring that the technology team and associated partners deliver the required functionality to the business to grow its market share and revenues.  However this needs to be done within the framework of moving towards operational excellence and within the overarching IT philosophy / approach.

As such the role is critical to the organizations success and will be reporting directly into the CTO.  The Head of Technology Delivery will be responsible for delivering all the Technology releases for the company from requirements definition through to hand over to operations.

The scope of the role will cover the delivery of ‘business services’, cross functional ‘releases’ as well individual ‘domains’.  As the IT approach is essentially a domain model the scope of the role includes:

  • Customer Facing Domains:  Web and On-Line, Retail Applications, Call Centre, etc.
  • Core Business Domains: CRM, BSS, Data Warehouse, Office IT, Rev’ Assurance, etc.
  • Back End / Network Facing Domains:  Roaming, Interconnect, Provisioning, IN Platform, etc.

The primary tool for the Head of Technology Delivery will be using Domain Managers and Programme Releases Managers.  The role responsibilities include being able to guide, coach and manage these domain delivery / programme managers.  Plus putting in place and running the over-arching structures that ensure success in delivering  an end to end total technology solution ensuring successful inter-operation of all elements.  Thus creating the complete business solution required.

The role will be responsible for constructing a Technology delivery roadmap, however current on the roadmap for the next 12 months are:

  • Fixed / Mobile Converged IT solution
  • Mobile Number Portability Release
  • International Money Transfer (World Money)

ROLE PROFILE: Head Of Technology Delivery

Skills and Experience Specification:

MUST HAVE.

  • Total experience of 15 years in Information Technology.
  • At least 5 years of ongoing & latest experience as IT / Technology Manager in a large GSM Telecom company
  • Previously having at least 10 years experience as IT / Technology Programme/Delivery Management.
  • Knowledge and experience of Vendor / Account Management responsibilities within large corporates.
  • Knowledge and experience of managing IT re-organisation / change.  Ideally from start up to business as usual.
  • Experience in the management of outsourcing / managed service projects and the issues faced.
  • Track record in managing and delivering multiple concurrent work packages in an international organisation.
  • Experience of managing and delivering integrated projects on a global basis.
  • International experience and background in a complex multi business environment essential.

Overview:

Responsible for the Document Control of the communications of all documentation between the company and PM/CM Consultant.  Reviews and periodically audits the Document Control responsibilities of the PM/CM Consultant who have the primary responsibility of Document Control for the Program.  Provides the primary interface of the project staff for the electronic data management system (EDMS) and assists in providing guidance in the proper use of the EDMS.

Primary functions:

  • Setting and maintaining accurate filing system for Program office by project.
  • Electronic filing for incoming and outgoing e-mails
  • Assist and support in preparing the tender documents (drawings and specifications) assuring delivery to the tenderers in due time.
  • Coordinating with PM/CM Consultant in setting up a document control system to assure all documents are logged efficiently.
  • As part of the technical team, responsible for receiving, logging and distributing all technical documents and assist in coordination and monitoring of administrative activities to facilitate and expedite the work flow.
  • Monitor and report on office expenditure and development of processes to reduce unnecessary costs. Ensure the ongoing availability and quality of office equipment and supplies.
  • Assists in the maintenance of a consistent image through incorporating the corporate vision, mission and goals into documentation provided to suppliers and employees.
  • Ensures the upkeep and maintenance of company property and facilities.

Qualifications/Experience:

INVESTMENT MANAGEMENT ANALYST

Department / Section: Group Investment Management.

Reports To: Senior Director, Investment Management, Group Finance.

A. ROLE & CONTEXT

Purpose:

Provide support to the Company’s senior management in monitoring and performance evaluation of the company’s investments in order to optimise their performance, identify and minimise information gaps and investment risks, and maximise financial returns.

Context:

Member of Investment Management, Group Finance, a  department of up to 15 with a focus on regular financial analysis and reporting to Group senior management.

Short and medium term investment strategy is in place. Implementation of policies and procedures to monitor and drive performance of recent acquisitions is in process. Current high priority activities needed to maximise performance include completing implementation of monthly variance analysis, benchmarking (internal and external), extensive financial modeling, and development (and prioritisation) of recommendations that can be immediately implemented to streamline management reporting.

In the medium term, support for financial structuring, valuation and other corporate finance activities will increase in importance. Failure in these tasks would mean inadequate management information and inadequate return on investments or, in the extreme, material financial losses to the Group.

B. ROLE ACCOUNTABILITIES

Overview

  • Perform monthly closing, quarterly and year to date variance analysis and group consolidation financial reports with adequate inputs, comments on group level and individual operations and give recommendations.
  • Takes ownership for monthly monitoring and actual versus budget variance analysis of one or more Group subsidiaries.
  • Develops detailed understanding of subsidiary business environment including regulatory environment, competitive strengths and challenges, and other business issues.
  • Compile reports, detect dysfunction and propose adequate solution.
  • Rapidly gains detailed understanding of subsidiary budget modeling practices and procedures, spreadsheets, key assumptions, KPIs and other factors needed for the maintenance and monitoring of subsidiary budgeting function and outputs.
  • Develops and maintains positive working relationships with subsidiary and Group finance staff.
  • Maintains clear understanding of subsidiary funding requirements in support of Group treasury.

  • Provide support to users of the Cognos system as needed.
  • Compile reports and provide analysis on those reports on a monthly, quarterly and annual basis as required by the Senior Management.
  • Assists in preparation of papers, presentations, spreadsheets and other materials for monthly Board of Directors, internal senior management meetings, external meetings with lenders and investors, and others.
  • Assists in discussions/negotiations for potential medium and short term investment opportunities from a financial perspective in conjunction with Group senior managers.
  • Support and monitor work of external consultants when necessary.
  • Provide support to Group companies in start-up, turnaround, M&A, and other special situations, as necessary.
  • Conduct special projects concerning internal and external benchmarking, support ERP implementations, compile reports and provide narrative on those reports on a weekly/monthly/quarterly and annual basis as required.
  • Be willing and able to travel, occasionally at short notice, and operate effectively in the field under tight time constraints and minimal supervision.
  • At all times, represent Corporate Finance and the Group to the highest ethical and professional standards.

Customers

Customers for this role are the Senior Manager, C-level finance officers (CFO, Controller, Treasurer, CEO), and (indirectly) the company’s  Investment Committee, the Board, and occasionally subsidiary senior management and Boards of Directors.

Problem Solving

Initially, problems would be centred on gathering necessary data, evaluating quality and usefulness of data, making corrections and logical assumptions when necessary to plug information gaps, and understanding subsidiary practices and procedures with respect to modelling, budgeting, and reporting of actual operational and financial results.

Planning & Organising

Planning and organising would be centred on ensuring the analytical data is available for Group Finance and the Board to make sound investment decisions of proposed investments.

C. EXPERIENCE AND QUALIFICATIONS

Minimum Experience & Essential Knowledge

  • Must have minimum of four (4) years experience within financial investment / analysis environment.
  • Strong understanding of characteristics of debt and equity is required.
  • Superior application software skills are required (Excel, PowerPoint, Word, Outlook). Knowledge of MS Access and Project are desirable. Knowledge of basic applied statistics / econometrics would be an advantage.
  • Individual must be able to audit (i.e. review, understand and repair / redesign) and construct detailed spreadsheet-based financial models including income statement, balance sheet, and sources & uses of funds/cash flows.
  • Prior telecoms experience is essential and emerging markets experience is preferred.

Purpose:

Overview
