JOB Title: “HR SUPERVISOR”

Direct Supervisor: Senior Administrator
1. Job Purpose: Co-ordinates all Human Resources administration issues for all employees of the company. This includes receiving new employees and organising their Human resources allocations and entitlements per Company policy. Acts as; a focal point for any Human Resources issues and daily encounters, including employee relations issues.

3. Key Result Areas:
- Plans and supervises the activities of assigned personnel, includes allocating and prioritising of work programs, providing guidance and instructions. Ensures all clerks fully understand HR policies and procedures and working methods.
- Administers, interprets existing Administration Section policies, procedures and work methods and recommends amendments where scope for improvements is required.
- Acts as focal point for the company’s employees on Human Resources policies and procedures and liases with recruitment, immigration Section, General Services or any other Department to provide informed answers.
- Supervises the ongoing maintenance of employees’ files and checks that all related administration documents/paperwork are completed properly and as per Company policies and procedures. This includes liaison with Recruitment and Immigration Sections to ensure information obtained is checked and verified.
- Ensures that all data pertaining to employees entered into SAP is correct and in accordance with the actual supporting documents.
- Reviews the prepared employee data sheet and checks that all necessary information is complete. Reviews the data sheet with the employee if required to obtain correct and complete information.
- Provides briefings for new employees on related administration matters. Explains in details matters like loans, education assistance, leaves, payroll, etc., and answers any quarries pertaining to the company policies and procedures as appropriate.
- Receives checks and process all relevant invoices for new hires’ expenses. Ensures that costs are correct and within the company policy.
- Conducts exit interviews for expatriates’ employees and prepares final departure documents, includes explanation of procedures for permit cancelling, ensuring that all entitlements are granted, and that pending issues, if any, are settled satisfactorily.
- Participates in, assists and monitors the execution of training and development programs for subordinates and Qataris, in accordance with established Company policy.
- Carries out other similar or related administrative duties such as checking accuracy of data entry in SAP, checking letters issued to banks and traffic police on behalf of staff , verifying employee entitlements, reviewing and checking employee leaves, expense claims etc.
4. Operating Environment, Framework and Boundaries:
- Operates within multinational, multicultural environment. The job holder shall have a high level of positive interaction with employees of several backgrounds.
- Section policies and procedures are documented but are undergoing a complete review and update in which the job holder is a participant.
- Works within clear guidelines for SAP controls and data input, maintenance and management.
- Operates within clearly defined objectives and policies, but the job holder must determine how best to achieve these goals. Clear reporting framework.
- Administrator of the “Personnel Selection, Placement, and Competency Verification” RGEE System.
5. Communications and Working Relationships:
- Daily informal meetings with Senior Administrator to discuss related administrative issues.
- Weekly team meetings and daily informal contact with subordinates to meet work objectives.
- Frequent communication with Section Head to discuss plans, work objectives, and work deliverables.
- Daily contacts with employees/families to discuss compensation, immigration issues etc.Frequent contacts with Department managers, Section Heads of the company to discuss employees’ issues or provide policy advice.
6. Problem Solving/Complexity:
- Performs assigned duties in accordance with Company policies and procedures given the flexibility to define own working methods and procedures
- The most complex part of this job is the continuous efforts exerted to keep all employees satisfied in terms of performing all administrative matters as requested and on time.
7. Decision Making Authority and Responsibility:
- Work is carried out under standard and accepted guidelines. Errors will have negative impact on employee morals.
- Freedom to deal with all administrative issues for this section and refer to management when necessary.
- The job holder is responsible for dealing with a wide range of employee interests. Must have high level of interpersonal skills when communicating with employees.
8. Knowledge Skills and Experience:
- Bachelor’s degree from a recognised University/college in business Administration or related discipline. Followed by courses in Personnel administration.
- 5 to 7 years varied personnel administrative experience with particular experience in personnel system, computer system and detailed knowledge in Policy & Procedure.
- Ability and sensitivity to deal with people from a wide Varity of cultural background.
- Computer literate and familiarity with SAP.
